PASS was formed in order that community safety in a variety of
ways could be assisted with funding to enable positive community
action. PASS was launched 13th September, 1999. The Under
Secretary of State performed the official opening. The objectives
of the Company were then directly aligned to the crime reduction
measures encouraged by the Home Office. In recent years PASS
has aimed to encourage and support projects that meet the aims
of local crime and disorder reduction partnerships (CDRP’s) also
known as safety partnerships.
Aims and Objectives
The Memorandum of Association of Partners Assuring a Safer
Staffordshire states that the objects for which the company is
established are to promote for the public benefit the protection
of people and property from, and the prevention of criminal acts,
in particular by;
- The encouragement of greater public participation in the prevention and solution of crime
- Assisting in measures designed to reduce the level of crime or the fear of crime
- The provision of education information and practical assistance on crime prevention
Structure, governance and management
The Board of Trustees/Company Directors is composed of five
nominated members: two members of Staffordshire Police Authority,
and one member from Staffordshire Police, Probation and Fire Service. A further six trustees are appointed by the
nominated members from across Staffordshire. Upon appointment
each trustee meets with the Chair and Company Secretary to discuss
their role and responsibilities and to receive a copy of the Directors’
training disk from Companies House. The CEO financed
by Staffordshire Police is also appointed as Company Secretary
on behalf of the charitable company.
